Ballots to elect council members are counted according to the rules of proportional representation. You will specify your order of preference for each candidate on the ballot, with '1' representing your most preferred candidate. You are encouraged to rank every candidate because any vote cast which would not otherwise elect your most preferred candidate, is credited towards your next-most preferred candidate. If you do not rank every candidate, your input will stop contributing at your last ranking. Read the Rules for Counting Votes and Ascertaining the Results of an Election.
